PSAAP Negotiations for Funding Uplift
| Most areas in the annual funding uplift as offered by Health New Zealand have been agreed to by the Contracted Provider Caucus and the PHO Negotiators.
There is a ‘sticking point” of contingent capitation which is the $60million funding stream that is contingent on data sharing. There are questions from the PHO caucus and the Contracted Provider caucus regarding how data governance and data sharing would work, as well as questions regarding the impact of GPs choosing not to share data and how this would impact on their ability to charge fees (noted in red above).
The ‘sticking point’ has stalled negotiations which will allow Contracted Providers time to consult and gain legal advice.
All parties are working at pace in order for negotiations to end, so that practice receive the capitation uplift and co-payment increase directive by 1 July 2025. Please DO NOT increase practice co-payments until PSAAP parties have reached an agreement. You will be notified as soon as this occurs.

Recording Immunisations in AIR
| As most are aware, not all immunisation records from the PMS are reaching AIR and vice versa. This affects practices immunisation targets and the delivery immunisation services.
Many issues are known and can be fixed in the PMS to ensure that immunisation records can be successfully transferred and meet the data quality requirements in AIR.

New Nurse Graduate Funding | The employment of new graduate nurses who are attending the Waitematā PHC new graduate nurse programme, will need to be sourced via the HNZ initiative, “Incentivising primary care employers to attract, recruit, and support 400 new graduate RN per year from 2025”.
This initiative is intended to support and build on the previous initiative ‘ACE 200’ - Employment of 200 graduate RNs into primary health care.
Following a similar process to that of the previous one, the new initiative provides incentive funding to support employment of up to 400 new graduate RN annually into primary care and community workforce including:
