Pay Disparity Funding for Nurses and Kaiāwhina
| Good News! Te Whatu Ora Health New Zealand has advised Auckland PHO that Pay Disparity funding from 1 July 2024 will be based on a practice’s current FTE. This funding calculation will be updated monthly (if there are changes), so practices are accurately compensated according to their FTE.
Previously, funding was calculated on a practice’s FTE as at June 2023.
Please ignore previous communications from the PHO related to funding amounts. We will be in touch shortly to confirm your nursing and kaiāwhina FTE and update your payments accordingly.

| Te Whatu Ora Health New Zealand have confirmed today that the back payment of capitation funding due for the month of July, related to the annual uplift FY 24/25, will be paid on 15 September 2024. This payment will be made alongside the normal capitation funding payments paid to PHOs to pay practices.
Practices will receive information on the variance calculated with this payment.
Te Whatu Ora apologises for the delay in confirming the timeframe for getting this payment released (noting that PHOs are requesting interest on this late payment).

Newborn Pre-Enrolment Period and Capitation Changes in the NES
| Here is an update for you on an important change in the National Enrolment System (NES) regarding newborn pre-enrolments.
As part of the Annual Uplift agreement with PSAAP for FY 24/25, there was an agreement to extend the term of pre-enrolment of newborns in General Practice from the current maximum of 3 months to a new maximum of up to one year (from the newborn’s date of birth). This requires a revision of the National Enrolment System expiry date and consequently the need to update the end dates in the GP PMS systems.
This change also comes with an increase in capitation for the extended 12-month period. The new expiry date will be active in the NES from 1 September 2024.
As part of this change, it is vital to ensure that all expired and expiring by 31st August pre-enrolments are accurately reflected in the NES by 30 September 2024. This will ensure true value of capitation funding is received for practices. If your practice does not have the correct end dates, please contact your Practice Management System (PMS) vendor for support.
The priority at this stage is to ensure that these changes are implemented in the NES to correct the records of eligible births between 1 to 31 August 2024. This is to ensure that wash-up funding is available for all eligible pre-enrolments for the month of August 2024. Further details on the capitation process will be advised and communicated soon.
Further information will be sent this week.
Should you have any questions or require further assistance, please do not hesitate to reach out to primary.care@tewhatuora.govt.nz

Primary Care Practice Assistance Apprenticeship
| This information was included in the Friday Facts 30 August:
Primary Care Practice Assistance (PCPA) apprenticeship (also called HCAs)Careerforce are pleased to offer free enrolment into the Apprenticeship in Primary Care Practice Assistance Programme (valued at $2000.00) from 1 August 2024 to 31 October 2024.The Primary Care Practice Assistance apprenticeship programme has been designed to support the apprentice to develop skills, knowledge and behaviours required to contribute to the effective operation of a primary care practice. The programme supports the apprentice to perform clinical tasks under the direction and delegation of a health professional and perform administrative tasks to contribute to the effective functioning of primary care and quality systems. This Level 4 Qualification is an 18 -24 month training.
The idea is that an Apprentice may be able to take some stress off both admin/reception team & clinical team with triage in the waiting room and basic observations. The workplace determines which observations they would like the apprentice to undertake, e.g: blood sugar levels, pulse, wound observation, swelling – identify where/how they would record this (notes, verbally to GP/RN) and then note what/how they communicated information to the patient – with a focus on keeping the patients informed, coping with language barriers etc.For more information click here, or email Dara.Davenport@careerforce.org.nz
