CEO
Barbara was appointed CEO in August, 2004. She has a nursing and adult teaching background and has extensive experience in healthcare management in both Primary Care and NGO sectors.
Barbara’s role includes:
- Managing the implementation of New Zealand’s Primary Health Care Strategy
- Design and implementation of clinical and non-clinical Primary Care services for the PHO
- Relationship management

Suzie Whittaker
Chief Operations Officer
Suzie moved to NZ from Zimbabwe in December 2005. She joined Auckland PHO in June 2006. Suzie has an accounts background and has experience in Medical Research
Suzie’s role includes:
- Finance Audit and Business Management
- Contract reporting and performance monitoring to the Ministry of Health and Auckland District Health Board
- Management of Property, Insurance and Company Statutory Obligations
- Providing PHO programme support to General Practice teams
- Provide Finance Audit and Risk Committee reports
- Contributes to strategic development and senior management team
Suzie's qualifications include:

Charlotte Harris
Clinical Director
Dr Charlotte Harris
Charlotte's role includes:

Contributes to strategic development

Leads the implementation of best practice, evidence-based clinical practice to the PHO and its network

Leads and supports clinical safety and quality improvement initiatives

Active involvement in clinical governance, advisory group forums and clinical alliance networks

Supports the PHO GP network, ensuring they are kept abreast of health sector developments and advocates “the primary care voice” at DHB, MOH and associated stakeholder forums

Carol Ennis
Clinical and Quality Manager
Carol has worked in a variety of nursing roles including palliative care, head injury, and primary care. She also has experience as a practice nurse advisor.
Carol’s role includes:
- Lead the development of primary care nursing leadership, capability and capacity within APHO
- Provide nursing leadership support to Practice Nurses and implement, integrate, enhance, maintain and evaluate APHO nursing services.
- Plan, develop and promote a Practice Nurse education programme that supports nurses to acquire, maintain or develop their competencies level.
Carol's qualifications include:

Suzanne Le Lievre
Accounts Assistant
Suzanne joined Auckland PHO in August 2011.
She has an accounts background with experience in MYOB and XERO.
Suzanne's role includes:
- Accounts Receivable and Payable
- Preparing BCTI invoices for Practice Programme payments
- Responding to General Practice payment enquiries
- Finance administration support

Child Health Coordinator
Louise's role includes
- Assisting practices to achieve health targets

Jane Petraska
Primary Mental Health Navigator
Jane is Auckland PHO's Primary Mental Health Navigator co-ordinating our primary mental health programme. Our mental health service is focused on strengthening GP teams’ ability to offer a defined range of quality primary mental health services for our patient population using a Stepped Care approach that delivers and monitors treatments and therapies for their recovery.
Jane's Role Includes:
- Care co-ordination and management of the Primary Mental Health Initiative
- Provide liaison and organised mental health and addiction responses across the PHO network that supports enrolled patients experiencing mental health problems with a focus on brief psychological interventions
- Provide leadership across Auckland PHO and integration across the network.
- Report on outputs and outcomes in line with Auckland PHO's mental health contract
- Establish and maintain key relationships throughout the sector in order to facilitate appropriate referrals for patients and be a knowledgeable resource for Primary Care clinical teams
Jane's Qualifications Are:
- Registered Comprehensive Nurse
- Post Grad Health Science - Mental Health
- Twelve years clinical experience in a range of roles including adult and youth mental health inpatients, outpatients and acute community services in the Auckland region
Judy Cameron
Practice Facilitator & RN
Judy has worked in this newly created role since October 2015. Her previous role was as a Long Term Conditions Quality Coordinator, working under the ADHB Long Term Conditions contract held by Auckland PHO.
Judy is an RN and has worked as a Practice Nurse for over 15 years and has also worked within the PHO environment since 2006
She has completed study in the following: Adult Education - including Workplace Assessment, Creating a Positive Environment for the Adult Learner and Preceptor training.
Her role includes clinical support to practice staff including:
- PMS
- Clinical audit tools
- Clinical audit for quality improvement activities and MOPs
- Assisting with staff orientation
- Supporting Health Targets
- Assisting with practice systems and processes for effective patient management
- Assisting with clinical aspects of Cornerstone and Foundation Standards
- Auckland PHO programmes
Jean Lyle
Practice Facilitator & RN
Jean was appointed to APHO in October 2015
Jean is a UK qualified registered nurse and has had extensive experience in general practice in the UK and NZ
This has included clinically working as a nurse practitioner for 10 years leading a gp team of nurses before moving to NZ in 2007
Jean’s role includes supporting:
- PMS
- Clinical Audit Tool
- Clinical Audit for quality improvement activities and MOPS
- Assisting with staff orientation
- Supporting Health Targets
- Practice Nurse support
- Assisting with practice systems and processes for effective patient management

Tricia Patterson
Cold Chain Accreditation Coordinator
Tricia provides co-ordination and support to Primary Care practices to achieve Cold Chain Accreditation. She has a nursing and immunisation background with experience as a Midwife, District Nurse and Plunket Nurse. Prior to joining APHO in July 2012, Tricia worked as a District Immunisation Facilitator for the Immunisation Advisory Centre.
Tricia’s role includes:
- Carrying out Cold Chain Accreditation audits
- Support and advice on cold chain management
- Monitoring and reporting of Cold Chain Failures

Wayde Hemp
Practice Management System Support Facilitator/ Diabetes Self Management Education Co-ordinator
Wayde was appointed as the DSME Coordinator in July 2015. Prior to joining Auckland PHO Wayde was involved with Anatomy/ Physiology and Sports Nutrition.
Wayde’s role includes:
- Administration and Coordination of community based Diabetes Self-Management Education programmes and Patient Portals through our practices.
- DSME Facilitation (Assisting People Diagnosed with type II Diabetes/ Pre – Diabetes by guiding them with strategies and the knowledge of how to manage their condition for a more sustainable lifestyle).
- DSME and Patient Portal implementation/ Promotional Work across the ADHB General Practice Network.
- Implementation of NES across the network
- Implementation of Mohio platform and mapping
- Medtech Engineer
Wayde’s qualifications include:
- Diploma in Anatomy/ Physiology.
- Personal Training And Nutrition Level 4.
Sue Peters
Team Administrator
Sue joined the team in February 2014 and is the Team Administrator for Auckland PHO. She has extensive experience in a variety of organisations and industries, including Carter Holt Harvey, Mighty River Power and, more recently, AMP.
Sue's role includes:
- Coordinating Podiatry Services
- Coordinating DSME Programme
- Coordinating CME Programme
- Administration Support for Auckland PHO
Providing practical support in the day to day management of front-line office functions
Lisa Eskilsden
Auckland PHO GP Liaison
Lisa joined the team in February 2017 as the Auckland PHO GP Liaison and will work with practices to facilitate communication flows between Auckland PHO and our General Practitioners by providing clinical information, updates and improvement opportunities. As the GP liaison Lisa will be the Auckland PHO point of contact for GPs.
